It turns out this is a real action figure, manufactured by Gamu Toys of Japan. It's probably some super-limited edition, crazily expensive limited edition...

I love the Obama action figure! It showed up over at Boing Boing, where there's a link to the manufacturer's site. There are some great photos there, too, but no gun-totin', Vader fighting action, although there are some "debate" shots with Obama taking on a John McCain figure (no info on availability for this one).
